India's largest land area is made up of agricultural land. Forests are the second-largest user. While non-agricultural land users, such as urban settlements, industry, and infrastructure, have been a small percentage of land use, this will likely increase rapidly as India modernizes and urbanises. A large portion of the land that is privately owned in the country is used to cultivate and is classified as agricultural land.
Although land owners can freely transfer their land to others, a change of use from agricultural to industrial, commercial or other purposes usually requires permission from revenue authorities. This permission can be granted easily with the payment of a fee. Land is compulsoryly acquired by the government when large tracts of land are required for construction of roads, railways and canals, or other public infrastructure, urban housing, or any other public purpose.
These laws also allow for the acquisition of land to establish private industry. Although land use changes are gradual and incremental over time, they can be influenced by decisions made by land-owners. However, large changes require government approval. Compulsory land acquisition is the primary vehicle to bring about major changes.
