Early Life and Career
Born on May 12, 1944, Christopher Francis Patten was raised in London, United Kingdom. He attended St Benedict's School, where he developed an interest in politics and current affairs. Patten later studied Modern History at Balliol College, Oxford, where he actively participated in student politics and eventually became the President of the Oxford Union.
After completing his studies, Patten embarked on a successful political career. He became a member of the Conservative Party and held several positions within the party, serving under influential figures like Margaret Thatcher and John Major. Patten's remarkable oratory skills and deep understanding of political issues quickly propelled him through the ranks.
Appointment as the Governor
In 1992, Chris Patten was appointed as the 28th and final Governor of Hong Kong by the Conservative government. The appointment came at a critical time when negotiations between the British and Chinese governments were underway to determine the future of Hong Kong.
Patten faced significant challenges during his tenure as the Governor. He aimed to increase the democratic representation of Hong Kong citizens and worked towards implementing democratic reforms. However, his initiatives were met with resistance from both Beijing and the conservative elements within Hong Kong's society.
The Handover Ceremony
On the night of June 30, 1997, an exquisitely orchestrated handover ceremony took place at the Hong Kong Convention and Exhibition Centre. Chris Patten, dressed in his full gubernatorial regalia, led the event, symbolizing the end of British sovereignty over Hong Kong.
The ceremony was attended by various dignitaries, including Prime Minister Tony Blair, Prince Charles, and Chinese President Jiang Zemin. It was a highly emotional moment for Hong Kong residents, as they bid farewell to the governance they had been accustomed to under British rule.
Legacy and Impact
Chris Patten's tenure as the Governor of Hong Kong left a lasting impact on the region. Despite facing criticism, he pushed for democratic reforms and strove to protect the rights and freedoms enjoyed by the Hong Kong people. His ability to navigate the complex dynamics between the British and Chinese governments was commendable.
After the handover, Patten continued his political career and held various international positions, including being the European Commissioner for External Relations. He also authored several books, including "East and West: China, Power, and the Future of Asia."
The handover of Hong Kong marked the end of an era and the beginning of a new phase in its history. Chris Patten's role as the Governor during this crucial period cannot be understated. His commitment to democratic principles and the well-being of Hong Kong's citizens helped shape the region's future.
As we reflect on the handover, it serves as a reminder of the delicate balance between sovereignty and the aspirations of people, highlighting the importance of leadership and diplomacy during times of transition. Chris Patten will always be remembered as a key figure in the history of Hong Kong's handover.

“Interesting s about the conduct of British foreign policy on Hong Kong . . . an extraordinary diplomatic, political and personal drama.”—Julian Stockwin, author of To the Eastern Seas
1 July 1997 marked the end of British rule of Hong Kong, whereby this territory was passed into the hands of the People’s Republic of China.
In 1992, Chris Patten, former chairman of the Conservative Party, was appointed Hong Kong’s last governor, and was the man to oversee the handover ceremony of this former British colony. Within the last five years of British rule, acclaimed journalist Jonathan Dimbleby was given unique access to the governor which enabled him to document the twists and turns of this extraordinary historical moment.
As Governor, Patten encouraged the necessary expansion of Hong Kong’s social welfare system, striving to reconcile the basic rights and freedom of over 6 million people with the unpredictable imperatives of Beijing.
With “bracing narrative energy,” the author draws on the insights of a host of senior figures to place the crisis in both its human and historical contexts and presents some startling arguments about the conduct of British foreign policy on Hong Kong before and during Patten’s tenure (The Globe and Mail).
